Do Downloaded Videos Actually Work Offline?
A file on your device plays with no connection. An in-app download from a subscription service is a licensed copy that has to check in, and it stops playing when it cannot. Here is the difference, and what still breaks a real file.
It depends which kind of download you mean. A file saved to your device plays with no connection, indefinitely. An in-app download from a subscription service is a licensed copy that checks in, and Google’s own help pages say those play offline for up to 29 days before the app has to reconnect.
Two different things called “download”
The word covers two mechanisms that behave nothing alike, and the interface rarely tells you which one you got.
One is a file. Bytes land in storage, and from then on playback is a local operation, the same as opening a photo. The other is an entitlement: the app fetches the video, stores it in its own sandbox, and keeps a lease on your right to watch it. The video is physically on your phone in both cases. Only one of them is yours to play whenever you like.
The check-in is the difference
A licensed download has to periodically confirm two things: that the video is still available, and that you are still paying.

This is a close cousin of the pointer-versus-copy problem, which we covered in what happens to a saved video when the original is deleted. The failure here is stranger, though, because the bytes never left. The app simply declines to open them.
What still breaks a real file
Owning the file removes the licence problem. It does not make playback unconditional, and it is worth being straight about the rest.
- Storage. A file you deleted to free space is gone, offline or not.
- Format. A container your player does not support fails locally, with no network involved. Why downloaded videos look worse covers the related quality side.
- Where you put it. A file living in a cloud folder that offloads on low storage can be a placeholder rather than a file when you reach for it on a plane.
Subscription-protected catalogue content is a separate matter. That is not something to route around, and Arca does not fetch it.

Save what you have the right to save, meaning your own uploads, content a platform’s own tools allow you to keep, and public posts held for personal offline viewing. Platform terms still apply to you.

Google's help pages state that downloaded videos can be played offline for up to 29 days, after which the device has to reconnect so the app can re-check the video and your subscription. If the subscription lapses, the downloads lock straight away.
Will my saved videos play in airplane mode? +
A real file will. If the video exists on your device as a file rather than as an entry in a streaming app's library, nothing about playback needs a network. What fails in airplane mode is anything that has to phone home first, which is what a licensed in-app download does.
Why did my downloads disappear when I changed phones? +
Licensed downloads are tied to the app and the account, not to you, so they generally do not move with a device transfer and have to be downloaded again. A plain file moves like any other file, as long as it is included in whatever transfer or backup you use.
